Administrators have been working on expired Zilla Parishads and nine Panchayat Committees for the last two years. Therefore, the 15th Finance Commission funds received every year have been withheld. Being an administrator in the Zilla Parishad and Panchayat Committees, the district has suffered a loss of Rs 60 crore due to non-receipt of bonded and unbonded funds in the last three years. According to the guidelines of the 15th Finance Commission of the Central Government, funds are given in two types, bonded and unbonded, based on the population and area of the district. In it, the works of basic facilities are done from restricted funds and the works related to water supply and sanitation are done from restricted funds. 80 percent of the funds disbursed for the district are directly credited to the accounts of Gram Panchayats. The remaining 10 percent each is classified into the account of Zilla Parishad and Panchayat Samiti. The central government has decided not to provide this fund to panchayat raj institutions which are under administrative rule. Ratnagiri Zilla Parishad receives Rs 10 crore annually from the Fifteenth Finance Commission and Rs 10 crore for the nine panchayat committees. Zilla Parishads and Panchayat Committees have been under administrative rule since 2022. Therefore, in the financial years 2022-23, 2023-24 and 2024-25, a total of 60 crore funds of Zilla Parishad 30 crores and Panchayat Committees 30 crores have not yet been received. Therefore, the development plans of Zilla Parishad and Panchayat Committees from 2022-23 have been stalled.
